In the process of adjusting the energy structure in our country, one of the important measures is to speed up the development and utilization of LNG. As the forerunner of the LNG industry in China, STEC has undertook design and part of the construction work in the first, second and third phase of Hainan CNPC Shennan LNG storage project. The first phase includes two 20-thousand-cubic-meter single containment tanks and a 40-thousand-cubic-meter quay with annual transportation scale of 800 thousand tons. The second phase includes expanding one 80-thousand-cubic-meter all-inclusive storage tank with annual transportation scale of 1.2 million tons. The third phase includes expanding one 80-thousand-cubic-meter all-inclusive storage tank with annual transportation scale of 2 million tons. In terms of the design, STEC broke through the shackles of traditional pipeline design by entering into the high end area of low temperature refrigeration technology for the first time, which has far-reaching significance in accelerating the development of new energy and other emerging industries, such as LNG. As the supporting project of Hainan gasification and the first domestic LNG secondary receiving station, Hainan CNPC Shennan LNG storage project can receive, store and transport LNG. The natural gas stored is connected with natural gas pipeline network around the island of Hainan Province through transportation and pipeline distribution. This can not only thoroughly solve the ‘gas panic’ problem in Hainan but also distribute natural gas to the users inside and outside Hainan Province and therefore balance the upstream supply and the downstream market demand.

The phase II project of supporting utility tunnel for ethylene project in Hainan Yangpu Petrochemical Functional Zone is located in the road network area for ethylene project to the northwest of Yangpu Port. The project was designed to cover the utility tunnel works on the Yuanyi Road, Yuaner Road, Yuansi Road and Pusi Road. The utility tunnel is as long as about 7.2 km and as wide as about 6 to 9 m. It covers a total area of about 75,400 ㎡. It adopts a form of four-story steel structure truss. The project is divided into four parts. The first part extends from the intersection between Binhai Road and Yuanyi Road to the intersection of Pusi Road along the direction of Yuanyi Road; the second part extends from the intersection between Binhai Road and Yuaner Road to the Carbon 5 carbon 9 project along Yuaner Road; the third part extends from the intersection between Pusi Road and Yuansi Road to the thermal power plant along Yuansi Road; The fourth part extends from the intersection between Pusi Road and Yuanyi Road to the intersection of Yuansi Road. The project includes the utility tunnel engineering and its public grounding, the public weak current work, the video surveillance, the anti-collision facilities, and other ancillary facilities for utility tunnel.

Project breakthroughs: The first hydrogen refueling station at a port in China.

The designed daily hydrogen refueling capacity of the project is 1000 kg. The project has been constructed in two phases. Phase I hydrogen refueling station saw a total investment of CNY 12 million yuan and covered an area of about 4,000 m2, which includes compressor, hydrogen storage cylinder, hydrogen refueling machine, water chiller and other devices. This project has acquired the first Hydrogen Cylinder Refilling License among hydrogen refueling stations in Qingdao City, and been the first completed hydrogen refueling station at a port in China at present. The project has gone through all the completion acceptance and qualification procedures for planning and fire control, and been operated under full qualification and license. This station, upon its operation, has successfully met the demand from vehicles for hydrogen refueling in Qianwan Port Area of Qingdao Port in Shandong Province. It plays an demonstrative and leading role in the construction of "hydrogen port in China".

The total investment of this bid section is about CNY 525.16 million yuan. The project will be connected with the existing high-pressure pipe network system in Foshan, so as to construct a north-south gas transmission channel and to connect the downstream urban medium-pressure transmission and distribution system. The project will meet the gas demand from various urban gas users in this region, strengthen the stability and security of gas supply, and facilitate the development in low-carbon energy.

Project breakthroughs: It is the first jointly constructed oil-hydrogen station in Shanghai and the smallest jointly constructed oil-hydrogen station on the same scale in China.

This project is a key project for the joint development in hydrogen energy by Petro China and Shanghai Shenneng Group. It is a demonstration station and benchmark station for hydrogen energy utilization in Lingang New Area of Shanghai. The project is located on the north of the intersection between Pingxiao Road and Zhenglang Road in Lingang New Area, Situan Town, Fengxian District, Shanghai Municipality, covering an area of 2,900 m2. The hydrogen system of this project adopts the design of 50-MPa hydrogen storage and distribution. The hydrogen storage scale is 800 kg. It adopts a dual machine refueling mechanism. The gasoline refueling system adopts four sets of 30-m3 vacuum dual capacity pipe and four machine dual fuel and four-gun scheme. The station is also established with two fast charging parking lots. The project has the advantages of small footprint, good economic benefits, energy saving and environmental friendliness. The successful operation of this project not only improves the standardized management level of STEC Shanghai Energy Construction Group Co., Ltd. but also provides high-quality engineering design and management services for Petro China and Shanghai Sheneng.

This project works as a supporting equipment of the supporting facilities for hydrogen supply and storage for pilot production line with an annual capacity of 1,000 sets of fuel cell bipolar plates and cell stacks of Ningbo Lvdong Fuel Cell Co., Ltd. under SPIC. The project comprises new supporting facilities for hydrogen supply and storage that provides 35-MPa high-pressure hydrogen refueling service. Its daily hydrogen refueling capacity is 500 kg and can meet the refueling demands of 20 buses with hydrogen fuel cells. The project is located at the SPIC Hydrogen Energy Industry Project Base in Cidong Binhai Economic Development Zone, Longshan Town, Cixi City. The station adopts a non-fixed cylinder pack assembly and the dual external transmission scheme of direct pipeline supply and vehicle refueling. It has the advantages of less land, low construction costs, good security, small staffing and low operation costs. The fuel cell pilot production line project serves as not only a key initiative for SPIC to respond to the national hydrogen energy strategy and to open up the hydrogen energy industry chain, but also the concrete embodiment of the "three innovations" and “industrialization, marketization and scale expansion” of the hydrogen energy strategy implemented by STEC Shanghai Energy Construction Group Co., Ltd.

The project is located at Gaoming District, Foshan City, Guangdong Province, and covers a total area of 6, 961.8 m2. Centering on the development theme of “energy + technology towards carbon neutrality”, the project creates an integrated station for hydrogen production from natural gas and in-station hydrogen refueling. Among them, the hydrogen production module adopts the first set of skid-mounted natural gas-hydrogen production facility in China with independent intellectual property rights. It is designed to construct a comprehensive energy supply station integrating natural gas hydrogen production, photovoltaic power generation coupled with water electrolysis hydrogen production, hydrogen refueling, gas feeding and other functions.
In December 2021, the natural gas-hydrogen production facility successfully produced highly pure hydrogen, with the highest hydrogen purity up to 99.999% worldwide. In August 2022, the Phase I of the project was officially put into operation. It has filled the gap in the domestic industry and been reported with a feature story by CCTV news channel.

The project mainly includes the gasoline and natural gas (LNG) refueling unit and the hydrogen refueling and natural gas (CNG) refueling unit. The project include the principal technology of a jointly constructed station as well as the civil, electrical, automatic control, water supply and drainage, fire and other relevant public supporting facilities. The station can provide refueling services for 20 new energy vehicles simultaneously, and thus form a four-in-one three-dimensional energy services for “hydrogen refueling, LNG refueling, gasoline refueling and recharging”. The project adopts the construction mode that integrates multiple stations. In addition to its intensive land usage, it is also featured by its high efficiency, green attribute and friendliness. It explores a development path of organic integration of charging station and traditional refueling and natural gas station. The project will accelerate the development in new energy vehicle industry and strive to become an energy demonstration case that can be replicated and promoted, so as to accumulate experience for similar projects in the future.
The project succeeds in "three firsts", namely the first “primary (station) with standard (station)” project for compressed natural gas station in China, the first integrated gasoline, natural gas, hydrogen and electricity energy project in Jiangsu Province, and the first mounted (overhead) refueling project in Jiangsu Province.

During the planning and designing stage of the“West east gas transmission” Shanghai natural gas trunk pipeline network system project, STEC perserved in overall planning and scientific selection. Considering the urban space layout, STEC has laid, from the outside to the inside, 6.0 MPa super high pressure natural gas pipe network along the suburban ring and 1.6 MPa high pressure natural gas pipeline network along the outer ring, with pressure levels decreasing gradually. This has created a successful model for the city’s safe supply of natural gas.

In terms of the design, in addition to meeting the gas demand of high pressure gas power plants and of high-altitude gas use in super high-rise buildings, we have also successfully developed a number of invention patents and thus filled in the domestic gaps. During the construction, we promoted the "Four New " technology and have achieved a number of breakthroughs in pipe equipment selection, welding inspection, anti-corrosion technology and other aspects, by adhering to the concept of intrinsic safety in the pipeline. For complex construction sites such as the large transport hub and the uneven settlement areas, we actively implemented the innovation technology and have creatively applied new techniques such as combination through the pipeline and non-stop transmission implementation. For difficulties such as tight LNG station construction period and limited shoreline resources, we have not only saved the valuable shoreline resources but also ensured that the construction project runs safely and efficiently, by adopting the innovation in project construction mode, management in construction organization and planning and design in LNG berth. In the research and development process of science and technology, we carried out nearly a hundred overall topic studies, including planning, designing, construction management and so on, which has provided technical support and guarantee to the smooth implementation and safe operation in the project. Based on the summary of engineering construction experience, we have also drawn up ‘Technical Specification of City High Pressure and Super High Pressure Natural Gas Distribution Pipeline Engineering’ and ‘Design Code for LNG Emergency Peak-Shaving Station’, which has laid the foundation for revision of the national relevant fuel gas codes and again closed the domestic gaps.

Shanghai Xizang Road Electric Power Cable Tunnel is a major municipal civil engineering project, providing safe, stable and adequate power supply for the World Expo, together with Expo power cable tunnel. The project is located in the downtown area, with skyscrapers along the road. Underground soil structure is complicated, with various pipelines densely covered, crossing Suzhou Creek and metro equipment layer under construction along the way. In order to make the tunnel smoothly pass through the underground crack, we adopted three-dimensional control jacking optimization scheme. By using 350-meter curvature radius curve jacking technique, this project successfully avoided underground buildings and smoothly passed through No. 3 and No. 4 entrances and exits of the Metro Line 8 and the stations of Line 9 and Line 10 in operation. The nearest crossing distance is only 48 centimeters. In pipe jacking construction process, we used ‘complete construction technique for pipe jacking perturbation in a complex environment’ and made technical researches and improvement on the pipe jacking machine, slurry sleeve technology, micro disturbance control technology respectively as below: The lateral frictional resistance of the outer wall of the tube is controlled within 1KPA; 3500 mm-diameter pipe jacking excavates 1.3 km one time; the deviation after linking up is less than 5 cm. While ensuring the linking of interval tunnels, we met the target of small disturbance to the surrounding environment. Also, this project was given the golden award of Shanghai Municipal Engineering Award, first prize of QC Outstanding Achievements in Gas Industry and in Shanghai Municipal Engineering and QC Group Award for Best Results in Shanghai Municipal Engineering Construction. The construction of Xizang road electric power cable tunnel is the main tunnel to connect Shanghai city center and expo power cable tunnel.

Shanghai Pudong Foreshore Natural Gas Decentralized Energy Project is located in foreshore area 56-01 plot, along Huangpu River’s south extension. The total construction area is 20,750 square meters, with 10,800 square meters above the ground and 9,950 square meters under the ground. This super large urban complex of commerce and residence adopts the natural gas decentralized energy system in an area of 420,000 square meters. Compared to the normal centralized system, this decentralized system is more energy-efficient, cleaner, more economical and safer. STEC has contracted this project and innovatively used natural gas as fuel. With the help of two 345 kilowatts gas internal combustion engine generating sets and their supporting facilities and one 1,800 kilowatts domestic gas turbine demonstration platform, we provided cooling and heating air conditioner with high quality and reliability near the load center, through the new energy supply technologies such as the combined cooling, heating and power system as well as energy storage. The project’s comprehensive energy utilization rate reaches more than 70%. Compared with the traditional cold and heat source and electric energy dispersion, the CCHP technology of foreshore energy stations can greatly reduce energy consumption and emissions of carbon dioxide and sulfur dioxide. In the process of developing the foreshore into ’24-hour City’, this project not only brings closer the foreshore area and international financial cities like New York and London, but also develops a more environmentally friendly area.

Jiangsu Nanjing Garbage Incineration Power Plant in North Venous Industrial Park is located in Pukou District in Nanjing and is called ‘Twin Plants’, together with Jiangnan Garbage Incineration Power Plant constructed during the same period. With the widespread public concern over waste incineration flue gas treatment, we innovatively adopted the flue gas purification process of ‘semi dry + dry + activated carbon injection + bag filter +SNCR’. For the leachate and other waste water, we adopted ‘slag pretreatment + anaerobic +MBR+RO’ process. Slag, which is waste incineration product, belongs to general solid waste and all the waste generated by waste incineration can achieve safe disposal. As a key project in infrastructure construction in Nanjing city, this is an important livelihood project that can promote integration of urban and rural life garbage disposal in the city and achieve zero harm, quantity reduction and resource fulfillment of domestic garbage. Thus, this project is crucial to improving the living environment of urban and rural areas and the overall standard of the whole city. After the completion, with daily treatment of municipal solid waste reaching 2,000 tons, Jiangbei Garbage Incineration Power Plant in Venous Industrial Park can help Nanjing digest nearly 1/3 of the domestic garbage.

As a large-scale comprehensive project combining civil engineering, installation and electricity, Shanghai Middle Yanggao Road Power Tunnel Project is our country’s largest power tunnel. It is also a landscape engineering project to place all overhead high voltage lines under the ground in Pudong. After the completion, the ‘cobweb’ in the air on the south side of Shanghai Middle Yanggao Road completely disappeared. Middle Yanggao Road Power Tunnel was 3,180 meters in length and was divided into two parts: the tunnel and working well construction, among which the tunnel is about 2,800 meters in length along with cables of 22 million volts, which mainly supplies the People's Square and Lujiazui area. During the tunnel construction, we adopted the trenchless pipe jacking technology, dividing the construction into nine sections, among which 4 sections crossing under the road and 3 sections respectively crossing under East Yan’an Road, Luoshan Road Overpass and raw water box culvert. Top section construction imposes high requirements on environment deformation control. As there was no mature construction experience in ‘large-caliber, long-distance and hyperbolically curved pipe jacking underground butting construction’, construction is of great difficulty. The tunnel can allow small maintenance vehicles to enter. Therefore, if there is a power failure, maintenance will not affect ground traffic on Middle Yanggao Road. This makes line maintenance of the high voltage cable and daily maintenance more convenient. In addition, the monitoring equipment in the tunnel and the card access system into and out of the tunnel can prevent theft of the buried cables and make the power line safer.

Macao Onshore Natural Gas Input and Transmission System is the first natural gas pipeline in Macao. STEC undertakes its design and partial construction. The main content of the design is ’Two Stations One Line’, that is, 5.28 km gas pipeline, the road central gate station as well as the metering station of the power plant, which mainly supplies the power plant, needs to residents and utilities on Macao Road. STEC brings together professionals in the pipeline, gate stations, equipment, materials, construction, water supply and drainage, electrical control into the Macao project team and they are responsible for the implementation of this project. Macao natural gas pipeline mainly supplies the power plant, residents’ needs and utilities on Macao Road. The gas source is borrowed from Zhuhai Hengqin, crossing to Macao through underwater directional drilling. After entering into the ring gate station on the Macao Road for the filtering metering, natural gas goes to Macao Power Plant, with gas design pressure of 4.0 Mpa, pipe length of 5.1 km and the total gas flow rate of 126,000 cubic meters / hour. The construction of this project helps optimize the energy structure in this area, enrich local energy varieties, relieve the tension of the energy supply and also has positive significance in reducing excessive reliance on fuel products for a long time, strengthening local risk reduction capabilities and ensuring energy supply safety as well as reducing exhaust emissions and environmental pollution.

The 12th-Five-Year Plan of Shanghai Gas Development, based on the development of the 11th-five-year plan, puts forward strategic thoughts, clear objectives and detailed tasks of gas development in the city and proposes safeguard measures. Through effective implementation of the plan, by the end of the ‘12th Five- Year’ plan, the artificial coal gas would exit smoothly, the scale of natural gas supply would reach 10 billion cubic meters, with the proportion in the primary energy consumption structure rising to 11%, the supply scale of liquefied petroleum gas would maintain at around 400 thousand tons per year and all the city's gas users would have more than 15 days’ supply in emergencies. This plan is a programmatic document of developing the gas industry in the city during the ‘12th Five-Year’ plan. We established the position and characteristics of our city, we think and plan our development of the gas industry based on the nationwide environment and has formed two part project achievements- ‘Preliminary Study on “12th Five-Year” Plan in Shanghai Gas industry’ and ‘Shanghai Gas Development 12th Five-Year Plan’, which has an important guiding role in promoting the regional joint development, realizing interconnection of natural gas trunk pipeline network in Yangtze Delta Region and establishing a national natural gas trading center.

As its supporting project - Shanghai Tower Gas Drainage Pipe Project reaches 121 floors directly through pipelines, once again recreating the world's highest gas supply record, over Shanghai Global Financial Center. We undertook the design of the internal pipelines and the alarm system of Shanghai Tower and its gas installation project. In terms of the design, we added the automatic alarm and automatic cutting system into the gas system, which could ensure the gas source could be cut timely and effectively once gas leakage occurs, and prevent fire and explosion accidents to ensure gas safety. In construction, 150mm-diameter seamless steel pipe needed to be installed from the underground fourth floor to the top of Shanghai Tower, with only the diameter length up to 600 meters. The height of the pipeline construction is unprecedented. In addition, the settlement of the construction itself also brings some difficulties to the relatively static installation of natural gas pipeline. As the project is carried out in super high-rise building, safety issues are the primary factor. Therefore, before construction, we successfully overcame difficulties such as the gas pipe installation work high above the ground and multiplication of pipe bearing pressure, by comprehensively analyzing gas source, pressure, safety and geography factors. By arranging the bearing support and the telescopic compensator at the bottom of each gas vertical tube in Shanghai Tower, the total 6-ton-weight vertical tube in 120 floors with the diameter of 500 meters was properly dissipated. This has effectively solved the high construction pipeline deformation problem and ensured transmission security of natural gas with 4,000 cubic meters per hour. The smooth implementation of this project can further improve STEC’s high-rise gas construction and management standards and provide a reliable reference point for similar projects in the future.
